JetBlue passengers endure nauseating flight

Passengers on Flight 194 from Las Vegas to New York had to circle above the desert for several hours on Sunday as pilots dumped fuel before making an emergency landing.

By NBC News' Tom Costello

What was expected to be a routine trip from Las Vegas to New York City on Sunday afternoon instead turned into a rather bumpy and nauseating flight for passengers -- with an emergency landing.

JetBlue Flight 194 had to turn around after the airplane began experiencing hydraulic system problems. The pilots quickly realized that they had to return to McCarran International Airport in Las Vegas in order to land. But first they had to burn off a large amount of fuel to ensure the landing was safe.

That maneuver took more than 3 hours.

Listen to audio from the air traffic controllers from LiveATC.net?

In the meantime, the plane experienced significant turbulence as it circled over the Nevada desert, making sharp turns and lurching from side to side. Passengers on board reported that many of the 155 passengers on board got sick.

Tracking of the flight from FlightAware.com

The crew finally was able to land the plane at McCarran without incident.? No one was injured.?

JetBlue accommodated passengers on a replacement aircraft that departed shortly after 10 p.m. for John F. Kennedy Airport in New York, and arrived at 6 a.m.

FAA said it is investigating the incident.

[Newsletter] Re-Examining GDP Growth Projections to Plan Japan's Future Energy Policy

[Newsletter] Re-Examining GDP Growth Projections to Plan Japan's Future Energy Policy

JFS Newsletter No.117 (May 2012)

In response to the energy crisis caused by the Fukushima Daiichi nuclear accident in 2011, discussions are underway to review Japan's Basic Energy Plan by the summer of 2012, as reported in the February 2012 JFS newsletter. I am working as a member of the Fundamental Issues Subcommittee under the national government's Advisory Committee on Energy and Natural Resources to discuss options for Japan's future energy mix to 2030.

[Newsletter] Japan's Strategic Energy Plan under Review after 2011 Nuclear Disaster

As an outcome of the nuclear accident, the Fundamental Issues Subcommittee is also discussing of power source mix, asking what proportion nuclear power should we have of the total energy mix, and what power sources can compensate for the reduced supply of nuclear power.

This discussion gives me the impression that we are being told to think about how to cut a pie into pieces without knowing the size of the entire pie. I've been saying at the meetings that we need an estimate of the quantity of energy required before discussing how to secure the supply.

According to the procedure proposed by the subcommittee's secretariat in early March 2012, two different scenarios for the rate of economic growth were established, based on the cabinet office's preliminary calculations: (1) 1.8 percent this decade and 1.2 percent from 2020 (the "growth strategy" scenario), and (2) 1.1 percent this decade and 0.8 percent from 2020 (the "prudent" scenario).

In this context, I suggested that we first discuss the future outlook of the economic growth rate, and invite economic experts to determine the base rate, instead of simply discussing the breakdown of supply sources among the subcommittee members based on the prospects submitted by the secretariat. If it turns out that the projected economic growth rate is higher than actual, the exercise will result in excess energy/electricity demand predictions, which may cause major problems, including the misallocation of domestic investment.

To support my statement, I explained my opinion regarding our future target based on gross domestic product (GDP), by presenting slides titled, "Attaining Affluence and Happiness, Not Economic Scale: Energy Demand Estimates Should be Based on GDP per Capita instead of GDP."

Junko Edahiro's slides at the subcommittee's meeting on March 9, 2012 (in Japanese)

The existing Basic Energy Plan is made by first estimating the economic growth rate, then calculating the energy/electricity demand necessary to meet the economic scale, and finally determining how to supply the energy. The government declared it would review the plan from scratch; therefore, we should start with reviewing the prediction of economic growth rate.

The size of GDP is determined by multiplying productivity by the number of workers in the labor force. In the world of globalization, labor productivity in developed nations is more or less the same. On the other hand, it is estimated that Japan's labor force will decrease by 19.2 percent, or 13 million workers, between 2000 and 2030, due to the rapid aging of the nation's population. Japan will see the world's biggest rate of decline in the labor force as the result of the population decrease. Concerning these situations, it is necessary to have a discussion about facing the reality that the GDP growth rate is anticipated to fall below that of the other developed nations and that the size of the economy will shrink.

Some people may say that we can expand the labor force, but it would be difficult to increase this enough to offset the decline. I think it is more realistic to accept the fact that the economy will shrink, and in that context, find a way that leads to a more affluent society and pleasant life, rather than taking it as something negative.

Is the size of a country's domestic economy really so important? Taking Japan's GDP as 100, Germany would be 60, France 47, the UK 41, Sweden 8, and Finland 4. With these small numbers, do they really lack power as countries?

Our economically affluent lifestyle depends on the level of national income per capita, not on the overall size of the economy. Therefore, I suggest that we project energy/electricity demand based on the GDP growth rate per capita, not on total GDP.

Japan's annual GDP growth rate from 2000 to 2010 was 0.74 percent, while the annual GDP growth rate per capita was 0.65 percent. Based on those numbers, the annual growth rate per capita can be estimated at 0.3 percent this decade to 2020, and zero from 2020 to 2030.

According to the assumption based on the economic growth rate presented in the current basic energy plan, Japan's real GDP in 2030 will be 1.4 times of that of 2010. The net volume in this level will not allow us to avoid adverse effects such as increases of related costs and carbon dioxide emissions. Under this condition, it will be even more difficult for us to consider our preferred future options.

On the other hand, under the scenario that puts the GDP per capita growth rate at the same level as the last decade, the real GDP in 2030 will be 3.7 percent greater than in 2010, and energy/electricity demand will also only show roughly a 3-percent increase, which would allow us some leeway in considering future options.

Later, I was told: "You may have been the first to present a zero-growth scenario in a governmental panel in Japan. Others hesitate to do so."

In fact, not only myself, but another committee member, who is an economist, said, "The working-age population at working age has started to decrease annually by 1.1 percent this decade. Under the premise that the annual GDP continues to grow annually by 1.8 percent in the next decade, we have to calculate both population and per capita growth rate, which makes 2.9 percent altogether. Let me point out that a per capita growth rate near 3 percent has happened only once, around 1990 -- at the time of Japan's economic bubble. Would that be a realistic base rate to guide our discussions on energy mix? Considering the 1-percent annual decrease in working-age population, the national economy will come close to the 'zero-growth' rate. Thus, I assert that the cabinet office's 'prudent' scenario is actually a maximum. If we would like to make a truly 'prudent' scenario, it should be based on zero growth." His remarks changed the tone of discussions.

Reflecting the discussion described above, the secretariat submitted a document proposing a methodology for the estimation of electricity generation at the subcommittee meeting on March 27, 2012. The document started with the following introduction: "Though the secretariat had recommended the use of the growth strategy scenario and prudent scenario by the government, various opinions were expressed at the subcommittee, including that we should aim for a growth rate of about 1.3 percent, and maintain the past growth rate in GDP per capita.

Then, the secretariat added a new scenario and set the following three cases of the growth rates as the base for calculating the necessary quantity of electricity generation.

1. The growth strategy case, which estimates the real GDP growth rate at 1.8 percent this decade and 1.2 percent from 2020. 2. The prudent case, which estimates the real GDP growth rate at 1.1 percent this decade and 0.8 percent from 2020. 3. The member-suggested case, which assumes that Japan will maintain its per capita GDP growth and estimates the real GDP growth rate at 0.3 percent this decade and at zero percent from 2020.

At the meeting, some members said, "With a low growth rate, the government would suffer from inconsistencies with some policies such as the pension system," implying that they would not welcome such a scenario of low growth. However, I believe people who address policies based on easy assumptions that the size of a pie will get larger should reconsider their way of thinking.

Regarding economic growth, I think we need to find out what is possible and what is not from figures including population and the decreasing ratio of productive-age population. We should stop blindly believing in the necessity of economic growth with the excuse of needing to fund things like pension payments, employment, and the Japanese economy. It is more important that we consider how to sustain those things under the situation of a realistic growth rate.

I have read that the role of the economy is originally for the production of wealth, while the role of politics is the distribution of wealth. Since the political (i.e., distribution) function usually causes arguments, politicians tend to avoid the risk of criticism. That may be why politicians tend to avoid dealing with distribution and instead continue promoting an expansion of the size of the "pie" in the context of the economy. It seems as if they were thinking, "The bigger the pie size, the bigger everyone's share. So, we don't have to think about distribution."

In times when the economic pie actually continued to grow, problems did not come to the fore. However, in times when we cannot assume that the economy will continue growing constantly, considering the limits of the Earth and population dynamics, we will have to face the issue of distribution. Otherwise, we will not be able to deal with root causes of anxiety in Japanese society, such as the problem of widening economic disparities.

I think it was a great accomplishment, beyond the specific discussion on energy this time, that the zero-growth case was included in the assumed economic growth rates for consideration of energy issues in 2030, in addition to the government's high-growth case using the growth strategy and the prudent case with a lower rate.

The Fundamental Issues Subcommittee is preparing to announce its energy-mix options, and JFS intends to conduct an international opinion survey when the options are finally presented to the public. We welcome your comments and opinions.

Immigration suddenly roiling presidential contest

(AP) ? No longer a backburner issue, immigration is roiling the presidential contest as President Barack Obama and Republican Mitt Romney seek to court the nation's swelling Hispanic population. The outcome could influence political battle lines and shape American politics for generations.

By week's end, both candidates will address the same Latino political convention in Florida, showcasing contrasting political ideologies at a pivotal time. The Supreme Court is about to render judgment on a get-tough Arizona law, and just last week the Democratic president announced plans to ease deportation rules for some children of illegal immigrants.

With Election Day less than five months away, Hispanic voters are energized and paying close attention, said Arturo Vargas, executive director of the National Association of Latino Elected and Appointed Officials, which hosts this week's convention.

"There's a lot at stake. We're talking about a significant share of the American electorate that could well decide this election," Vargas said. "It's only now that both candidates are turning their attention to the Latino vote."

Indeed, both sides are crafting aggressive strategies to appeal to a demographic that is by no means monolithic but has supported Democrats in recent elections. Some Republicans fear ? and Democrats hope ? that Obama could capitalize on this moment to help solidify Hispanic voters as predominantly Democratic this fall and for years to come, much as President Lyndon Johnson hardened the black vote for Democrats as he pushed the Civil Rights Act of 1964.

The stakes are high not only for states with larger Hispanic populations such as Florida, Nevada and Colorado, but for a growing number of other battlegrounds ? Ohio, North Carolina and Virginia, among them ? where even a modest shift among Latino voters could be significant. The United States' Latino population surged from about 35 million in 2000 to 50 million in 2010, according to the Census Bureau.

As the presidential candidates head to the Florida convention, Obama is riding a wave of Latino enthusiasm over his decision to allow hundreds of thousands of illegal immigrants to stay in the country and work. Under the administration plan, illegal immigrants can avoid deportation if they can prove they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED or served in the military.

The new policy could help anywhere from 800,000 young immigrants ? the administration's estimate ? to the Pew Hispanic Center's estimate of 1.4 million.

The move was politically timely, in the heat of the campaign and with Obama needing to energize a key part of his base of supporters ? many of whom had grown disenchanted over the past three years. While the direct beneficiaries of the directive can't vote for Obama, his action has widespread support among American Latinos.

In fact, Obama has long enjoyed support among Hispanics ? he won 67 percent of the Latino vote in 2008.

But he risked losing their enthusiasm, partly because Hispanics have been among the hardest hit by the economic slowdown. Obama also lost some support because he hasn't fulfilled promises of a comprehensive overhaul of the immigration system and because his administration has been aggressively deporting illegal immigrants. A December poll by the Pew Hispanic Center showed that 59 percent of Latinos disapproved of the president's handling of deportations.

Obama senior adviser David Axelrod predicts that the president could exceed his 2008 performance with Hispanics this year, noting that his opponent then was Sen. John McCain, who had initially pushed for an overhaul of the immigration system.

Axelrod contends that Romney is "hopelessly twisted up on this issue."

Obama had troubles of his own before the administration announced the recent initiative. Supporters of many illegal immigrants ? students as well as workers ? had been mounting protests at Obama campaign headquarters this month in places such as Denver and Los Angeles.

The Romney campaign has struggled to offer a consistent response to the president's move. Romney has assailed Obama's "broken promises" on immigration in recent days but has focused on the new policy's temporary status as his prime criticism.

"These people deserve to understand what their status will be long term, not just four and a half months," Romney said on Fox News Radio this week. "And that's why I think it's important for me and for Congress to come together to put together a plan that secures the border, that insists that we have an employment verification system and that deals with the children of those who have come here illegally on a long-term basis, not a stopgap measure."

As is typical, Romney intends to focus on the economy when he faces the Latino convention on Thursday. The former Massachusetts governor argues that his economic credentials would benefit all people who have struggled under Obama's leadership in recent years ? women, younger voters and Hispanics among them.

Still, Romney's own immigration policy is unclear as he works to distance himself from harsh conservative rhetoric that was common during the extended GOP primary season earlier in the year.

Facing a Rhode Island audience in April, for example, Romney drew large cheers when he said, "We want people to come here legally. And we like it when they come here speaking English."

He did not support the Obama administration's lawsuit challenging Arizona's hardline immigration law. And he said that he would veto the DREAM Act that would have given legal status to some children of illegal immigrants. Romney has refused so far to say whether he would reverse Obama's new policy that does much the same thing, albeit on a temporary basis.

Even before he announced the new rules, Obama was looking to build his support among Latinos, vastly outspending Romney on Spanish-language television and radio. But Romney has released targeted TV and radio ads in Spanish, including some that feature one of Romney's sons who is a fluent Spanish speaker.

Simon Rosenberg, who follows immigration matters as head of the liberal-leaning group NDN, said the president's move on immigration not only helps him energize Latino voters, it also helps cast him as a president willing to take bold steps.

For a Latino community that worried that neither party was doing enough, "they now have a champion," he said. But, he added, "There will be a resonance beyond the Latino community."

Besides the new immigration initiative, the Obama camp has been using the new health care law to appeal to Hispanic voters, a rare use of the signature Obama measure in the campaign.

An ad campaign this week in Nevada, Colorado and Florida focuses on the benefits of the health care law for Hispanics and features Cristina Saralegui, a popular Spanish-language television personality who endorsed Obama this week. She says in the ad that Obama's health care law guarantees that "the great majority of Hispanics" will have access to doctors and hospitals.

Leibniz?s ?SuperMUC? named Europe?s fastest supercomputer

The Leibniz Supercomputing Centre (LRZ), in collaboration with IBM (NYSE: IBM), today announced the world?s first commercially available hot-water cooled supercomputer, a powerful, high-performance system designed to help researchers and industrial institutions across Europe investigate and solve some of the world?s most daunting scientific challenges.

Timeline: IBM?s History and Future in Water Cooled Computing (1966-2060)

The new LRZ ?SuperMUC? system was built with IBM System x iDataPlex Direct Water Cooled dx360 M4 servers with more than 150,000 cores to provide a peak performance of up to three petaflops, which is equivalent to the work of more than 110,000 personal computers. Put another way, three billion people using a pocket calculator would have to perform one million operations per second each to reach equivalent SuperMUC performance. Also, a revolutionary new form of hot-water cooling technology invented by IBM allows the system to be built 10 times more compact and substantially improve its peak performance while consuming 40 percent less energy than a comparable air-cooled machine.

?This year all the electricity consumed by state-funded institutions across Germany are required to purchase 100% sustainable energy,? said Prof. Dr. Arndt Bode, Chairman of the Board, Leibniz Supercomputing Centre. ?SuperMUC will help us keep our commitment, while giving the scientific community a best-in-class system to test theories, design experiments and predict outcomes as never before.?

Pioneering Hot-Water Cooled Technology

Up to 50 percent of an average air-cooled data center?s energy consumption and carbon footprint today is not caused by computing, but by powering the necessary cooling systems. IBM scientists and developers chose to address this challenge with an innovative concept of hot-water cooling, which eliminates the need for conventional data center air cooling systems. IBM?s hot-water cooling technology directly cools active components in the system such as processors and memory modules with coolant temperatures that can reach as high as 113 degrees Fahrenheit, or 45 degrees Celsius.

?As we continue to deliver on our long-term vision of a zero emission data center we may eventually achieve a million fold reduction in the size of SuperMUC, so that it can be reduced to the size of a desktop computer with a much higher efficiency than today,? said Dr. Bruno Michel, manager, Advanced Thermal Packaging, IBM Research.

SuperMUC combines its hot-water cooling capability, which removes heat 4,000 times more efficiently than air, with 18,000 energy-efficient Intel Xeon processors. In addition to helping with scientific discovery, the integration of hot-water cooling and IBM application-oriented, dynamic systems management software, allows energy to be captured and reused to heat the buildings during the Winter on the sprawling Leibniz Supercomputing Centre campus, for savings of one million Euros ($1.25 million USD) per year.

Europe?s Most Powerful Supercomputer

The SuperMUC system is Europe?s fastest computer, according to the TOP500 list of the world?s fastest supercomputers announced today. This performance will be used to drive a wide spectrum of research ? from simulating the blood flow behind an artificial heart valve, to devise quieter airplanes to unearthing new insights in geophysics, including the understanding of earthquakes. The SuperMUC system is also connected to powerful visualization systems, including a large 4K stereoscopic power wall and a five-sided immersive artificial virtual-reality environment or CAVE for visualizing 3D data sets from fields, including Earth science, astronomy and medicine.

The LRZ is the computer center for Munich?s universities and for the Bavarian Academy of Sciences and Humanities. It takes care of the scientific data network in Munich, offers a variety of data services, and provides high-end computing facilities for the scientific community across Europe.

The center?s new SuperMUC system is the largest in Europe and one of the most powerful systems in the world. It is part of the Partnership for Advanced Computing in Europe (PRACE) high-performance computing infrastructure for researchers and industrial institutions throughout Europe. The supercomputer is jointly funded by the German federal government and the state of Bavaria. It will be officially inaugurated in July 2012 at Leibniz Supercomputing Centre in Garching, Germany.
