Iran gets new president, vows ?constructive? foreign relations

DUBAI ? Hassan Rouhani took office as Iran?s president on Saturday promising ?constructive interaction with the world? after eight years under Mahmoud Ahmadinejad marked by diplomatic confrontation and damaging sanctions.

The politically moderate 64-year-old cleric?s resounding victory at June?s election raised hopes of a negotiated end to the dispute over Iran?s nuclear programme and an easing of the sanctions that have hit the OPEC country?s oil exports.?

That could avert a possible new war in the Middle East. Both the United States and Israel have said all options ? including military action ? are open to stop Iran getting nuclear arms.

Supreme Leader Ayatollah Ali Khamenei endorsed Rouhani?s election win in a statement read out to political, religious and military grandees assembled at a Tehran religious site.

Khamenei praised the ?selection of a worthy individual who has more than three decades of service to the system of the Islamic Republic... and who from the time of the revolutionary struggle... has resisted the enemies of the Islamic Revolution?.?

Symbolising the handover of power, Khamenei took the presidential mandate from Ahmadinejad and handed the document to Rouhani.?

Khamenei then kissed Rouhani on the cheek and the new president kissed the leader on his shoulder, a sign of supplication.

The start of Rouhani?s presidency puts an end to the Ahmadinejad era during which Iran grew more isolated and came under wide-ranging United Nations, US and European Union sanctions over its nuclear programme.

Rouhani faces enormous challenges, including inflation he put last month at 42 per cent, unemployment, and political divisions between conservative, moderate and reformist factions.

?Moderation does not mean deviating from principles and it is not conservatism in the face of change and development. Moderation... is an active and patient approach in society in order to be distant from the abyss of extremism,? Rouhani said in a short speech after becoming president.

?In the international arena we will also take new steps to promote the Iranian nation towards securing national interests and removing sanctions. Although there are many limitations, the future is bright and promising,? he said.

?The orientation of the government is Iran?s economic salvation, constructive interaction with the world, and a restoration of morality.?

Rouhani?s first test is persuading parliament to approve his list of proposed ministers, which he is expected to present on Sunday after he takes his oath of office in parliament.

?Rouhani will certainly appoint more competent men and women to key economic ministries and institutions. He will also follow saner economic policies,? said Shaul Bakhash, an Iran historian at George Mason University in Virginia.

?But the economic problems are staggering... Above all, without a serious easing of sanctions, it is difficult to see how Rouhani can get the economy moving again.?

Ahmadinejad defended his time in office, telling state television late on Friday his administration was the least corrupt in history, and blaming sanctions for economic problems.

?We promised to have clean hands; I say with confidence that this government is the cleanest government,? Ahmadinejad said, according to the Mehr news agency.

?The enemy has introduced heavy sanctions and the nation has faced problems. We have made our utmost effort but we couldn?t resolve all the pressures. This issue has been very difficult for us.?

Rouhani has said he will appoint ministers from all political factions, based on their ability, but hardliners have demanded the conservative-dominated parliament reject nominees associated with the ?sedition?, their term for the months of protests that followed Ahmadinejad?s disputed 2009 re-election.

Parliament?s confirmation of such candidates would be ?a betrayal of the people and the system?, Hossein Shariatmadari, editor of the influential hardline daily Kayhan, wrote in an editorial this week.

A source close to Rouhani confirmed to Reuters that he will nominate Mohammad Javad Zarif, a US-educated former ambassador to the United Nations, as his foreign minister.

Another likely pick is Ali Jannati for culture minister, an influential post which oversees domestic and foreign press in Iran and vets cinema, theatre, literature and other arts. Jannati has served as ambassador to Kuwait and his father is Ayatollah Ahmad Jannati, a hardline cleric.

During Ahmadinejad?s presidency, press freedoms were curtailed, newspapers shut down, and this year about a dozen journalists were arrested in a crackdown on the press.

In an interview with the reformist Bahar newspaper this week, Jannati sought to distance himself from his father?s views and indicated he would support more freedom for artists.

?Intellectual matters are not hereditary,? Jannati said, according to Bahar. ?I am hopeful that given my views on the fields of music, art, and film, the cultural and artistic atmosphere in the country will soften so that artists can breathe more easily.? ?

Black Hat: Multiple "Master Key" Vulnerabilities Afflict Android

It all started as a prank, explained Bluebox Security's Jeff Forristal. The Bluebox team wanted to create a hacked version of the FourSquare app that would make it seem like you're somewhere odd, like Antarctica. Alas, Google Maps rejected requests from the tweaked app. Pursuing ways around that problem led the team to the weakness they dubbed "Master Key". "This topic has already been covered," said Forristall. "It leaked. It's been out for a few weeks. But actually there's more than one master key, so this talk grew from one bug to four."

Forristal explained that by disassembling, modifying, and reassembling the app, they had changed its developer signature. The new signature wasn't licensed to use Google Maps, so it was rejected. Their new quest; change the code without changing the signature.

Forristal walked through the detailed series of events that occur when Android verifies a signed app. Each layer verifies the previous one, starting with verifying that the code models haven't been tampered and ending with a digital signature of the package as a whole. He tried attacking the system at every stage, mostly without luck.

"The APK, JAR, and ZIP formats are basically the same," noted Forristal. "JAR and APK just have additional components." His final success involved leveraging the ZIP format. When he inserted an "evil" file with the same name as an existing valid file, the verifier signed off on the valid file, but the "evil" file got launched.

Why? Because Android uses different ZIP file management code in the verifier and in the actual installer. "A discrepancy of ZIP file parsing is the source of this error," explained Forristal. "In fact, there are eight separate ZIP file parsing implementations in the Android code base."

Out of the Sandbox
"I used this trick for good," said Forristal. "Now let's take it to awesome." Like iOS, Android runs each app in its own sandbox, so an app can't access resources belonging to another app. "The only way into the sandbox is to be signed by the same developer," he explained. "That's what makes updates possible."

Black Hat 2013 Bug

"The system as a whole, subscribes to the same notion," he continued. "The system sandbox enforces all the other sandboxes. It controls all your settings. It's not root, but it has all your data, apps, passwords, and settings?what's left? System is pretty powerful." Apps that access the system sandbox are typically signed by the platform maker. "I just needed to get a platform-signed app and do my little trick, and I should have system-level access. That's cooler than FourSquare maps," he concluded.

It turns out that third-party VPNs need to be platform-signed, and as a bonus they already request access to the system sandbox. Forristal displayed the three simple commands he used to insert his "evil" code into a third-party VPN, joking about "?ber hacking tools." The result? A Trojan with full system-level access.

Easy Exploitation
Master security technologist Saurik (Jay Freeman) took the concept to the next level, explained Forristal. His Cydia Impactor tool runs on OSX and Windows and automates the exploit. "Connect a device," said Forristal, "it figures out the right app, builds it, add the appropriate hack to get root access, and delivers it. I was gonna release some cheesy little proof of concept apps, but this is awesome."

Forristal noted that the device's processor type doesn't matter. The attack isn't affected by ASLR (Address System Layout Randomization) or DEP (Data Execution Prevention). He made one version that works on four generations of Android, and the only real skill needed is knowledge of Java. "I submitted this for Black Hat because it's easy to understand and exploit," said Forristal.

More Master Keys
Forristal ran down a number of other recently discovered bugs that could be considered "master keys." When going through the code for a feature called Authenticated Attributes, Bluebox researchers found a line commented out and marked "TODO." As a result of the missing code, no matter what changes you make the file passes verification. Not many files use this feature, noted Forristal. "If you find one, you can copy and paste the certificate file and assume the identity of the developer. If you signed an app with Authenticated Attributes, you've given your identity away." As this bug was fixed before Bluebox reported it, they don't take credit.

The "Hidden Trojan" attack reported by a Chinese researcher turns out to be just one of several possible ways to exploit Android's multiple ZIP file parsers. These attacks take advantage of the fact that one parser users signed integers and the other uses unsigned integers.

"It's not even about replacing one file," enthused Forristal. "You can use this trick to feed in a completely different ZIP file. One gets verified, the other runs. A couple tricks and tidbits in this space may show even more power to this approach."

Although malware using this technique has already been seen in the wild, it shouldn't be possible to get a Trojanized file like those described here into Google Play. You probably will be safe if you always and only install apps that have passed official scrutiny. Still, to be safe, be sure to install any available Android updates immediately.

(AP) ? Patience helped the Atlanta Braves keep their winning streak going.

After the Braves couldn't take advantage of a bases-loaded opportunity in the fourth inning, they used a five-run fifth inning, including consecutive homers from Brian McCann and Chris Johnson, for their eighth straight victory, 6-4 over the Phillies.

"Everything's a run," Braves manager Fredi Gonzalez said. "You get a good run of hitting or you get a good run of pitching ? seems like our good run of pitching has been really consistent the whole year. But you see some guys with some good approaches, good at-bats, keep the lineup moving."

McCann's two-run shot gave the Braves a 4-2 lead just two batters after Justin Upton tied it on an RBI single.

"(It was) just a mistake pitch," Phillies rookie Ethan Martin (0-1) said on McCann's homer. "They'll make you pay for mistakes."

Johnson extended his hitting streak to 11 games with his seventh homer to make it 5-2. He also had a seventh-inning double to extend his streak of multihit games to eight games. It is the most for any Braves player since the franchise moved to Atlanta in 1966.

"I'm trying not to think about it really," Johnson said. "I'm trying to keep my same approach every single day, try to come in tomorrow do my exact same routine."

Kris Medlen (8-10) earned the victory, going six innings while giving up six hits and four runs, including three solo homers. He struck out eight and walked one.

Darin Ruf, Delmon Young and Chase Utley homered for Philadelphia, which has lost 11 of 13 since the All-Star break.

David Carpenter struck out the Philadelphia side in the seventh, Jordan Walden fanned two in the eighth and Craig Kimbrel got two in the ninth for his NL-best 32nd save.

After Martin escaped the fourth, he struggled in the fifth and got just one out before leaving the game. He allowed six runs and eight hits overall.

"We were trying to be patient the first time around, try to get him to throw his fastball, but he was pretty darn good the first couple innings," Gonzalez said. "Then I think the second time around the lineup we had a better look at him. But that young man is going to be successful."

Ruf gave the Phillies a 1-0 lead in the second inning when he sent a full-count fastball into the left-field bleachers for his third home run of the season.

On the next pitch, Delmon Young hit one out to right to make it 2-0.

Jason Heyward got the Braves on the board with an RBI single in the third.

Utley homered and Cody Asche added an RBI groundout in the sixth to close out the scoring.

Phillies manager Charlie Manuel and shortstop Jimmy Rollins were ejected in the ninth inning arguing an apparent foul tip by Young that was called strike three.

"I saw it or I wouldn't have gone out there," Manuel said. "It hit the ground. The umpire at first said he saw him catch it. ... I wasn't going to come back to the dugout embarrassed."

Notes: Ruf has reached base in 30 straight games, going back to last season ? the longest active streak in the majors. He's hit .310 over that span, with 15 of 31 hits going for extra bases. ...     DUBAI, July 31 (Reuters) ? Abu Dhabi National Energy Co (TAQA), the state-owned oil explorer and power supplier, swung to a loss in the second-quarter weighed down by derivatives and hedging exposures and a slump in income from its oil and gas business.

    TAQA, 75 percent owned by the government of Abu Dhabi, reported a net loss of 172 million dirhams ($46.83 million) for the quarter ending June 30, compared with a profit of 447 million dirhams in the corresponding period in 2012, the company said in a bourse statement.

    Revenue for the quarter was 2.1 billion dirhams, lower than the 2.6 billion dirhams generated in the prior-year period.

    The company posted a loss of 114 million dirhams due to changes in fair value of derivatives and hedges in the quarter. This compares to a gain of 80 million dirhams in the second quarter of 2012.

    Total oil and gas revenues declined by 18 percent in the first half of the year to 4.8 billion dirhams for the first half 2013, due to lower production in the U.K. North Sea and softer pricing in Europe for oil.

    The state-owned utility has investments in the energy and power sector in the Middle East, India, Africa, the U.K. and north America.

    Its shares were trading down 3.1 percent on the Abu Dhabi bourse at 0745 GMT following the results announcement. ($1 = 3.6730 UAE dirhams)

    But the Monitor's Europe bureau chief finds that baguettes, like all things, should be taken in moderation.

    ?The average Frenchman these days eats only half a baguette a day compared with almost a whole baguette in 1970 and more than three in 1900,? the paper reports.

    What? I would never guess that from the line at the bakery right down the street, which is always long, and often out the door.

    But the story does go a long way to clear up some mysteries that I?ve been encountering on an anecdotal basis here.

    In my adult life, eating white bread has been naughty. It?s wheat or nothing, with slices of baguette something just reserved for a special dinner out.?So it was with a degree of glee that I moved here and saw virtually everyone munching off the tips of baguettes while walking down the street. If they can do it, so can we!

    And that we did. One of the first things that made us laugh when we moved to France was walking into the kitchen in our temporary apartment and finding that our two-year-old had grabbed a baguette from the table and proceeded to chow down.

    Except, it?s now been four months and, unfortunately, a few extra kilos.

    I always think of the book ?French Women Don?t Get Fat,? which purports that, among other things, women can eat what they want here because they are slowing down and thoroughly enjoying it.

    But I?ve come to learn that they also eat minuscule proportions. When you eat French food ? croissants, buttery sauces, chocolate tarts, and yes, baguettes ? like an American, you are in trouble.

    It just so happens that we woke up to this revelation this very week and banned baguettes ? as well as the sweets from the bakery ? from our house. It?s going to be a two-week trial, with the goal of incorporating it back into our lives at much smaller volumes (i.e., we do not need to be eating two baguettes a day between three, one of whom is a toddler).

    It?s decisions as such that are apparently worrying the?Observatoire du Pain, the baker?s lobby, which the Times reports recently launched a campaign to draw the French back to bread, as a cheap and healthy option ? and part of simply being French.?

    ?Coucou, tu as pris le pain?? (?Hi there, have you picked up the bread??) is the campaign?s slogan. Modeled on the American advertising campaign ?Got Milk?? the bread slogan was plastered on billboards and inscribed on bread bags in 130 cities around the country.???

    The campaign?s Web site,?www.tuasprislepain.fr, explains that ?France is a ?civilization of bread? and this food is part of the traditional meal ?? la fran?aise.' ?

    Bread is described as healthy and useful in avoiding weight gain. ?It is rich in vegetal protein and fiber and low in fat; glucides are a source of energy,? the Web site says, using the French word for carbohydrate.

    If people on diets want ?to avoid giving in to something with fat and sugar, bread is there,? it says. ?Its satiating effect allows you to wait for the next meal.?

    The campaign reads a bit like desperation, but I don?t think the bread and pastry makers of France need to worry just yet. France, the Times reports, still enjoys the world?s highest density of independent bakeries. And even if the number, 32,000, is down from 54,000 in 1950, there are still too many bakeries for one bread-loving family to easily resist.?

    Google living room plans reportedly included a Hangoutready settop box

    As if the Google TV and Chromecast platforms (which are coexisting, if you hadn't heard) weren't enough, the Wall Street Journal reports there may be more living room focused projects brewing in Mountain View. According to sources, former Android head Andy Rubin demonstrated a Roku-style set-top box for partners at CES that had Hangouts as its main feature, with a video camera and motion sensor built-in for videoconferencing -- something Logitech tried once with its ill-fated Revue TV Cam, shown above. The report claims the box, capable of running Android apps, games and services like Netflix or Pandora, was scheduled to launch at I/O, but it's unknown whether or not it's still in development. Recent WSJ rumors have suggested Google is looking into IPTV and its own Android game system, so even as one mystery is revealed others pop up to take its place.

    U.S. Must Mandate Zero Oil Exports for Iran

    The momentum to restrict Iranian oil exports has stalled, and it is time for Congress to eschew a more gradualist approach and mandate zero oil exports with zero waivers. This, along with more concrete military pressure, could increase the otherwise slim chances for success in expected new talks with Iran. U.S. lawmakers and Obama Administration officials should not fear the impact on the oil market, which can manage a cutoff of Iranian oil revenue better than can Tehran.

    Iranian oil exports have fallen but plateaued, to less effect than commonly understood. Oil exports dropped 22 percent in 2011-12 to 1.7 million barrels per day (mmb/d), but exports in the first half of this year roughly equaled those in the second half of last year. The drop last year followed the European Union?s oil embargo, and some countries cutting back to receive waivers from the Obama Administration. Existing U.S. sanctions allow waivers for countries ?significantly reducing? Iranian crude purchases, which the Administration interprets as roughly a 20 percent cut. ?

    In fact, 2012 was quietly one of Tehran?s most profitable years ever in terms of oil export revenue. High oil prices meant Iran earned about $60 billion, its fourth-highest annual earnings ever, and only a 17 percent drop from its prior five-year average (which included four of its five previous highest totals). This accounted for half of the government?s 2012 budget.

    Meanwhile, Iran has drawn extremely close to acquiring the capability to produce a nuclear weapon before detection by international observers.

    This suggests the urgency of shifting to a much more aggressive posture. New legislation in the House of Representatives to reduce Iran?s exports by 1 mmb/d leaves the decision of how to implement additional ?significant reductions? to Iran?s customers. It also allows waivers if these countries continue reducing purchases every six months. This merely perpetuates the current trend of gradually increasing pressure.

    Instead, lawmakers should target all Iranian oil exports and permit no waivers, which is what the proposed Senate bill, the Iran Export Embargo Act, does.

    The oil market can take it. Diminished Iranian oil exports and increased global consumption in 2012 were more than offset by increased available global supply?from rising oil production in North America and the Middle East?so that global spare production capacity actually grew a net 400,000 barrels per day to an estimated 2.9 mmb/d (based on Department of Energy data). Spare production capacity influences prices. Current levels are much higher than in 2008, when virtually no production cushion existed and prices skyrocketed, but slightly slower than in 2009 when prices were lower.

    This year, diminished Iranian oil exports and rising global oil consumption is expected to roughly be offset by increased supply elsewhere. Next year, we calculate that if Iranian oil exports declined to zero, and supply and demand changed according to DOE estimates, the net effect would be the same spare production capacity as we have now. In sum, cutting off Iranian oil exports will simply maintain the current oil market balance.

    There would be risks. Nearly all global spare capacity is concentrated in Saudi Arabia, and Riyadh might be overstating its true capacity. Further, the market remains jumpy, given several potential supply risks unrelated to Iran. In the event of disruption, the United States and its allies would have to consider releasing strategic petroleum reserves to combat any recidivist temptation for countries to resume imports from Iran.

    Such risks must be compared to the alternative?the much higher price of inaction. A nuclear Iran would heighten expectations of potential future disruptions resulting from instability, thus increasing the risk premium added onto oil prices. Our previous analysis as part of a Bipartisan Policy Center task force we directed last year indicates such expectations raise oil prices up to 25 percent over one year and up to 50 percent over three years. The impact on oil prices and the U.S. economy would be even greater if a nuclear Iran led to actual conflict and sustained supply disruption.

    Chromecast shows how Google is really ?merging? Android and Chrome

    When Sundar Pichai, then Google SVP for Chrome and Apps, took over Android in March of this year, many ? included myself ? figured Chrome and Android would merge in some fashion. That?s exactly what?s taking place, but not in the way most expected. Google is providing a merger of experiences and services between the two.

    The Chromecast, a $35 HDMI dongle that Google introduced on Wednesday, is a prime example. The small device plugs into a the HDMI port of a television and runs a stripped down version of Google?s Chrome OS platform. Using an updated YouTube, Netflix or Google Play Android app on a smartphone or tablet, content is wireless streamed to the HDTV. Chromecast also works directly with the Chrome browser on Windows, Mac, and Linux as well as with certain new iOS applications written by Google.

    By linking the two platforms through a common experience, Google actually improves the experience using both Chrome and Android users. And the strategy fits with Google?s overall theme of increasing user engagement in its ecosystem with Chrome as the underlying platform.

    I explained this in May, but I was a little short-sighted: I figured Google would boost engagement via Chrome on desktops with web apps and package apps. not on media-sharing Chrome devices such as the Chromecast:

    ??if you?re a Chrome user today, you?ll be more immersed in the Chrome ecosystem a year from now, even if you don?t have an ?official? Chromebook. This all depends on how well Google pulls off its strategy to upend the desktop computing world, but so far, it seems to be on track.

    Bear in mind the apps in this vision will be truly cross-platform as they?ll run on any Windows, Mac or Linux computer with Chrome installed.?If it can get developers on board ? and those I spoke with at Google I/O are ready to embrace the effort ? Google will have a thriving desktop platform built on top of the platforms created by others. But it will be a desktop that?s far more agile, with new features added within days or weeks, not months or years.?

    I didn?t see how Chrome and Android fit together in this overall vision then, but we got a glimpse of it at Google I/O, when Google ?updated? Android without releasing a new version of the software. Improved web services ? think Google Play Games and cloud notifications for Chrome and Android apps ? brought the two platforms more in sync with each other. And now the Chromecast continues the trend.

    Would I still like to see Android apps on my Chromebook Pixel with touchscreen? Sure, I?d love it. But that?s not really a merger after all: Tying Chrome and Android together through back-end services keeps the two platforms complementary and strong on their own, but stronger still when working as one.

    Recurrent laryngeal nerve injury is the most common serious complication of thyroid surgery. Therefore, preventing recurrent laryngeal nerve injury is an important goal in thyroid surgery. A retrospective clinical controlled study from Xinhua Hospital, Shanghai Jiao Tong University School of Medicine demonstrates that dissecting the recurrent laryngeal nerve during thyroid surgery is clinically significant for preventing nerve injury. To determine the value of dissecting the recurrent laryngeal nerve during thyroid surgery with respect to preventing recurrent laryngeal nerve injury, this study retrospectively analyzed clinical data from 5 344 patients undergoing thyroidectomy. Among these cases, 548 underwent dissection of the recurrent laryngeal nerve, while 4 796 did not. There were 12 cases of recurrent laryngeal nerve injury following recurrent laryngeal nerve dissection (injury rate of 2.2%) and 512 cases of recurrent laryngeal nerve injury in those not undergoing nerve dissection (injury rate of 10.7%). This difference remained statistically significant between the two groups in terms of type of thyroid disease, type of surgery, and number of surgeries. Among the 548 cases undergoing recurrent laryngeal nerve dissection, 128 developed anatomical variations of the recurrent laryngeal nerve (incidence rate of 23.4%), but no recurrent laryngeal nerve injury was found. In addition, the incidence of recurrent laryngeal nerve injury was significantly lower in patients with the inferior parathyroid gland and middle thyroid veins used as landmarks for locating the recurrent laryngeal nerve compared with those with the entry of the recurrent laryngeal nerve into the larynx as a landmark. Among the 548 cases, seven of the 442 cases (1.6%) with the inferior parathyroid gland as a landmark for locating recurrent laryngeal nerves showed recurrent laryngeal nerve injury; two of the 79 cases (2.5%) with the middle thyroid vein as a landmark were injured; and three of the 27 cases (11.1%) with the recurrent laryngeal nerve into the larynx as the landmark showed recurrent laryngeal nerve injury.

    Plane's nose gear collapses in LaGuardia landing

    NEW YORK (AP) ? Officials say the nose gear of a plane landing at New York's LaGuardia Airport collapsed as the aircraft touched down on the runway. The Federal Aviation Administration says the plane landed safely and no injuries were reported

    The Port Authority of New York and New Jersey has temporarily closed the airport.

    The FAA says the Southwest Airlines flight from Nashville landed at 5:45 p.m. Monday and safely came to a stop on the tarmac with the front of the plane pointing down to the ground. The plane, which was carrying 149 passengers and crew, was surrounded with emergency vehicles.

    Dallas-based Southwest Airlines spokespeople didn't immediately respond to phone and email inquiries.

    The FAA is investigating.

    UK abandons case against iSoft directors

    LONDON (Reuters) - FCA said on Monday it will not pursue a second retrial of four former directors of healthcare software company iSoft, dealing a blow in its financial crime-fighting credentials.

    A judge threw out the case against the four men early in July following errors in the handling of a key piece of evidence. Their first trial ended in a hung jury last August.

    Former iSoft chairman Patrick Cryne and ex-directors Stephen Graham, Timothy Whiston and John Whelan were accused of conspiring to bury bad news and hoodwink investors between 2003 and 2006. All four denied the charges.

    The prosecutions, brought by the Financial Conduct Authority (FCA) and its predecessor the Financial Services Authority (FSA), followed a seven-year investigation.

    "The collapse of this case will be a huge blow to the FCA," said Victoria Turner of law firm Pannone, which represented Whelan.

    She said regulators had "pursued both trials, in part, on an incorrect basis which would have been uncovered earlier if disclosure from the prosecution had been adequate."

    ISoft, involved in a 6.2 billion pound upgrade of computer systems for Britain's National Health Service, in 2006 reported possible accounting irregularities at the firm.

    The FCA said it had decided not to pursue the case as it would not be in the public interest.

    "This is of course a disappointing outcome," said Tracey McDermott, director of enforcement and financial crime at the FCA.

    "The problems that have arisen in this case result from a particularly unusual set of circumstances, which are unlikely to recur."

    Good morning, sports fans: 2 local teams win in Region 4 Legion baseball; check out No. 16 on Penn State's best list

    Saturday belonged to Legion baseball. At least in Hanover.

    Four teams from Lebanon, Cumberland and Dauphin counties are participating in the Region 4 tournament against other league champions.

    So far, Cumberland County teams are coming out on top. League champion Hampden defeated Ephrata 7-2 behind a complete game from Christian McClure. He allowed five hits, one walk and three hit batters while striking out 11.

    Derek Slagle, PennLive reporter David Bohr?s top performer for Saturday?s games, pitched eight shutout innings as Red Land routed McConnellsburg 9-0. Slagle struck out 10 batters, including six in a row from the first through third innings.

    Things didn?t go as well for the Lebanon and Dauphin representatives.

    Spring Grove played small ball for a three-run rally in the sixth inning to sneak past Campbelltown 5-4. Spring Grove?s reward is a 12:30 p.m. meeting today with Hampden.

    Hershey jumped out to a 4-0 lead, but couldn?t hold onto it against host Hanover, which won 8-5. The York-Adams County champ will take on Red Land in the other winners? bracket semifinal at 4 p.m.

    Right tackle Adam Gress is a 6-6, 317-pound senior who appeared in 12 games and made three starts last season. He is expected to replace Mike Farrell in the starting lineup this season.

    Flounders says Gress made the list because it?s the offensive tackles? job to keep the new Nittany Lion quarterback safe as he learns coach Bill O?Brien?s diverse offense. He said the tackles ?typically face the most athletic pass rushers and Gress must hold down the right side.?

    Oil: Price lower after housing data

    NEW YORK ? Oil fell Monday after the U.S. government said sales of previously occupied homes dipped in June.

    Meanwhile the average price of gasoline in the U.S. stayed at $3.67 a gallon over the weekend after rising steadily for two weeks.

    Benchmark crude oil dropped $1.14 to finish at $106.91 a barrel on the New York Mercantile Exchange.

    Sales of previously occupied homes in the U.S. slipped 1.2 percent in June to a seasonally adjusted annual rate of 5.08 million. Any sign that the U.S. economic recovery is slowing can depress oil prices.

    Oil is still up more than $13 a barrel since June 21, underpinned by sharp declines in U.S. stockpiles and concerns of supply disruptions in the Middle East.

    Some analysts, however, say the fundamental rules of supply and demand alone do not justify the rise and speculators are also pushing the price higher.

    "While crude oil stocks have declined for three weeks in a row, fundamentals in the gasoline and distillates markets appear less supportive," said a report from JBC Energy in Vienna. "Stock levels for oil products are in line or above the 5-year average, and domestic demand is anything but impressive."

    Energy analysts at The Schork Group Inc. said open interest, which is the number of open futures contracts, is at record levels as is participation of Wall Street hedge funds and investors such as commodity pool operators. They said in a report that Wall Street now owns six times as many barrels of oil in the WTI futures market as there are sitting at the Nymex oil delivery terminal in Cushing, Oklahoma.

    Brent crude, which is traded on the ICE Futures exchange in London, rose 8 cents to end at $108.15 a barrel.

    Oil's rise has meant more expensive gasoline across the U.S. Since July 1 the average price for a gallon has risen 25 cents in Delaware and New Jersey, 26 cents in Ohio and 32 cents in Indiana. Prices have declined in just three states: Colorado, Idaho and Utah.

    In other energy futures trading on the Nymex:

    ? Wholesale gasoline lost 7 cents to finish at $3.06 a gallon.

    ? Heating oil gave up 2 cents to end at $3.07 a gallon.

    ? Natural gas retreated by 11 cents to finish at $3.68 per 1,000 cubic feet.
